Fuel retail Latvia Asset deal — long-term lease of 4 stations, notified 13 Oct 2026

Virši files to take long-term lease of four former Astarte-Nafta fuel stations in eastern Latvia

On 1 October 2026 Latvia's Competition Council received a notification from Nasdaq Riga-listed AS VIRŠI-A to acquire long-term use (lease) rights over four fuel stations previously operated by SIA ASTARTE-NAFTA; the Council published it on 13 October. The stations are in Cesvaine (Madona municipality), Catlakši (Višķi parish, Augšdaugava municipality), Koknese (Aizkraukle municipality) and Jaunsaimnieki (Preiļi parish). They are owned by SIA NAFTIMPEKS, which received clearance on 23 October 2025 to acquire ownership of 25 ASTARTE-NAFTA stations, including these four. The Council will look at wholesale petrol and diesel in Latvia and at retail fuel sales on the A6 Riga–Jēkabpils and Riga–Preiļi routes, the A13 Daugavpils–Rēzekne route and around the individual stations. A decision is due within one month of notification, extendable to four months; comments are invited until 21 October 2026. Terms were not disclosed.

Our take This is a site deal, not a company purchase: Virši takes operating rights to stations whose ownership already passed to a fuel terminal operator. Separating property from operations lets a network operator add locations without buying real estate, while the regulator still reviews it as a concentration because local station overlap is what matters in fuel retail.
