Austria's Strabag Property and Facility Services notifies purchase of two Romanian HVAC installers

Romania's Competition Council announced on 7 September 2026 that it is reviewing the transaction by which Strabag Property and Facility Services GmbH of Austria intends to acquire Brenneka Install S.R.L. and Samivo Instal S.R.L. Strabag Property and Facility Services works in the management of technical and infrastructure installations and in industrial services, and belongs to the Strabag group, active in construction and infrastructure; in Romania the group is present in transport infrastructure, building construction, civil engineering and environmental and energy projects. Brenneka Install and Samivo Instal specialise in the design and execution of technical building installations — sanitary, heating, ventilation and air conditioning, electrical systems, automation and fire protection — as well as external utility networks, and they provide related engineering and technical assistance services. Under Competition Law No. 21/1996 the operation must be authorised by the council, which will assess its compatibility with a normal competitive environment and issue a decision within the statutory deadlines.

Our take A large contractor buying its own subcontractors is a specific kind of deal, and it usually says something about capacity rather than about market share. When a construction group takes the installers in-house, it is buying certainty — qualified crews for HVAC, electrical and fire systems are the bottleneck on almost every commercial project in the region, and a group that owns them controls its own schedule. For the owner of a specialist installation firm, that is the most valuable thing on offer: not your profit margin, but your team's availability to a buyer who is losing money whenever a site waits. It is also worth noting that the buyer here is the facility management arm, not the construction arm. Buyers of services businesses often sit inside a larger group's less obvious division, which is exactly why owners tend to overlook them when listing who might be interested.
