ELVI operator cleared to take over former SKY store premises near Riga

Latvia's Competition Council decided on 10 September 2026, in a decision published on 16 September, to allow SIA VITA mārkets to take over usage rights to retail premises at Siguldas šoseja 8, Berģi, where SIA SKAI BALTIJA previously ran a store under the SKY brand. What is acquired is the lease rights to the premises rather than a company. VITA mārkets operates stores under the ELVI brand, selling mainly everyday consumer goods, and plans to convert the acquired space into an ELVI store, continuing to sell food and daily consumer goods at the location. The council concluded that the acquisition will not substantially change market structure or weaken competition in any of the retail and wholesale markets in which the parties to the transaction operate. No price or financial figures appear in the announcement.

Our take This is the smallest kind of transaction a competition authority will look at, and it is worth noting precisely because of that. A single lease on a single site required a filing and a decision, because in grocery retail location is the market — and one store changing banner in a suburb can matter to competition in that suburb. Owners of small retail or service businesses often assume merger rules are for large deals only. They are not: what triggers a filing is the parties' combined turnover, and a large buyer acquiring a very small asset from you will still need clearance. That has a practical consequence for sellers. If your buyer is a chain, build the regulatory timetable into the closing schedule from the start rather than discovering it after the price is agreed.
