Grocery retail Latvia Acquisition of control — cleared 24 Sep 2026

AIBE pārtika cleared to take control of the company running three grocery stores in Viļāni, Latvia

Latvia's Competition Council decided on 17 September 2026, in a decision published on 24 September, to allow AIBE pārtika SIA to acquire decisive influence over SIA LAUMIŅA 1. LAUMIŅA 1 sells food and everyday consumer goods in the town of Viļāni, where its stores trade under the names Minūtīte, Dālderis and Big. AIBE is a grocery retailer; according to the council's announcement of the notification, it operates 22 stores in Latvia itself, while independent retailers also trade within the AIBE network, which is built on cooperation between retailers, including centralised purchasing and logistics, advertising and marketing services. The notification was received on 21 August 2026. The council examined the grocery retail market in the local area around Viļāni, testing stores of different sizes and different catchment areas, as well as the vertically related market for purchasing everyday goods in Latvia. It found no concerns in any of its assessments and left the exact market boundaries open. According to the notification, AIBE plans to keep running the Minūtīte, Dālderis and Big stores without substantially changing their business model, assortment, work organisation or number of employees. The announcements contain no price or financial figures, and do not say whether the transaction has closed.

Our take A regional grocery network has two ways to grow in a small town: sign up a local shopkeeper as an independent member buying through the network, or buy the local operator outright. AIBE does both — and here it chose the second. The buyer's stated plan is to keep the three store names, the assortment and the staff. That is what an acquirer says when the value lies in the locations and the local customer base rather than in anything it intends to change. The council also looked at procurement across Latvia, not just at shelves in Viļāni: for a network built on central purchasing, adding stores adds buying volume. For a handful of shops in a small town, the likely buyers are the networks already supplying or competing with them, and this decision shows such a deal can clear the regulator in under a month.
